Rural rideshare partnerships

I'm a grad student working on a project for a council of governments. I'm researching how to implement a regional rideshare program for a primarily rural area and get multiple municipal partners to cooperate in participating in/supporting the program. Can you point me to a successful effort like this? Or an effort that was unsuccessful?

I'm primarily interested in how to effectively frame this sort of rideshare program to achieve buy-in from multiple municipalities.

Any help you can offer will be greatly appreciated.
