Help with Tax Benefit for Employee Run Vanpools

I know this is a little out of the scope of Smart Transportation but wondered if anyone had a contact at a company that provides the Transportation Fringe Benefit/Commuter Tax Benefit to employees that create and lease their own vanpools? That is, a company that does not provide the vans to employees but provides the tax benefit?

We have a large employer here in Idaho, Idaho National Labs (INL) that wants to do this. They provide employer run buses for most of their employees but had to discontinue buses to about 60 employees – that want to create their own vanpools. INL wants to support them and provide the tax benefit but worries about liability. They would love to talk to a company that has already gone through this.
